- In a large bowl, combine ground lamb or beef, spices, salt, pepper, and tomato paste. Mix gently until just combined, roll into small meatballs, and bake at 375°F for 10–12 minutes.
- Heat olive oil in a medium saucepan over medium heat, add pearl couscous, toast for 1–2 minutes, add salt and water, boil, cover, and simmer for 8–10 minutes.
- In a large pot, heat olive oil, sauté shallots for 2 minutes, add garlic, cook for 30 seconds, pour in chicken broth and water, simmer for 5 minutes.
- Add baked meatballs and cooked couscous to pot, simmer for another 10 minutes, adjust seasoning, and serve topped with mint or parsley.
